Doral's tax rate drops to 1.5994 mills, the rollback rate, and the General Fund is 6% smaller with no new full-time jobs. Here is where the $148 million goes.

Doral’s operating property tax rate for the new budget year is 1.5994 mills, the rollback rate. The General Fund is 6% smaller than last year, and no new full-time positions were added.

The City of Doral set out the numbers in its FY 2027 budget explainer, published Tuesday. Total city spending across all funds is about $148 million. The fiscal year began Oct. 1.

The city said the rate is the lowest operating millage among Miami-Dade County municipalities. It is also the first time in Doral’s history that the city has lowered its operating rate two years in a row, the city said.

A rollback rate is the rate that raises the same property tax revenue as the year before from existing property, before new construction is counted. Rising values do not bring the city more money at that rate.

Where the money goes

The city’s explainer names these investments for FY 2027:

  • Police: personnel, training, technology and equipment, a stronger Traffic Unit and a new Crime Suppression Team. Planning and permitting continue for a future Police Department headquarters.
  • Parks: new trail segments, playground replacements at Doral Meadow Park, Morgan Levy Park and Downtown Doral Park, and continued work at Doral Central Park.
  • Roads and getting around: roadway improvements, resurfacing, sidewalks, drainage and trail connections, plus improvements to the Doral Trolley and Freebee services.
  • Programs: recreation for young people, seniors and residents with special needs.

Doral also secured $2.75 million in state money, the city said. That is $2 million for priority road projects and $750,000 for extra police services tied to presidential visits and the G20 Summit.

New revenue, not new taxes

The city said it is looking for income that does not depend on residential property taxes. It named three projects:

  • Doral 10, an affordable senior living project built through a public-private partnership
  • a future parking garage at Doral Central Park
  • “strategic uses” of city-owned property

The city enters the year with a AAA rating from Fitch and an AA+ rating from S&P Global, it said.

What it means for you

The city’s rate is a small part of your bill. About 13% of the property tax Doral owners pay goes to the City of Doral, the city said. Roughly 40% to 45% goes to Miami-Dade County and Miami-Dade County Public Schools, and the rest to other taxing bodies.

The Miami-Dade County Property Appraiser’s 2026 proposed millage table puts Doral’s total rate at 16.9487 mills, down from 17.2203 in 2025. One mill is $1 of tax for every $1,000 of taxable value. The city’s line is 1.9594 mills: the 1.5994-mill operating rate plus 0.36 mills for debt.

Here is what each body would take on a home with $300,000 of taxable value, after exemptions, at those proposed rates:

Taxing body Mills Tax on $300,000
Miami-Dade County Public Schools 6.6230 $1,986.90
Miami-Dade County 4.9677 $1,490.31
Fire Rescue district 2.3965 $718.95
City of Doral 1.9594 $587.82
The Children’s Trust 0.4638 $139.14
Library district 0.2812 $84.36
Water management and other districts 0.2571 $77.13
Total 16.9487 $5,084.61

Of the $587.82 city share in that example, $479.82 is the operating rate the budget sets. Your actual bill depends on your own taxable value and exemptions. Bills go out in November, with a 4% discount for paying that month. Our property taxes guide has the due dates, the homestead exemption and how to check your value.

The new playgrounds and trail segments will show up on our parks and trails guide as they open. Trolley and Freebee routes are on our getting around page.
